On November 9, 2007, the Federal Trade Commission (FTC), the federal bank regulatory agencies, and the National Credit Union Administration’s jointly issues regulations called the “Red Flag Rules”. The purpose of the Red Flag rules is to combat identity theft. The Red Flag Rules require financial institutions and creditors to implement a program to detect, prevent, and mitigate identity theft in connection with new and existing accounts. For organizations subject to the rules, identify theft programs must be in place by May 1, 2009.
Many of the organizations actively working with Security Credit Systems, Inc. will be considered “financial institutions” under the program guidelines:

Security Credit Systems, Inc. recognizes its’ own responsibilities with regard to “covered” accounts in support of our clients and has enacted a comprehensive internal program to comply with objectives of the Red Flag Rules. Our program is called redflag@securitycreditsystems.com. The following is the list of red flag triggers Security Credit Systems, Inc. will observe:
- A fraud alert included with a consumer report.
- A notice of a credit freeze in response to a request for a consumer report.
- A consumer reporting agency providing a notice of address discrepancy.
- Unusual credit activity, such as an increased number of accounts or inquiries.
- A Social Security number has not been issued or appears on the Social Security Administration's Death Master File, a file of information associated with Social Security numbers of those who are deceased.
- A lack of correlation between the Social Security number range and the date of birth.
- A Social Security number provided matching that submitted by another person opening an account or other customers.
- An address or phone number matching that supplied by a large number of applicants.
- The person opening the account unable to supply identifying information in response to notification that the application is incomplete.
- Personal information inconsistent with information already on file at a financial institution or creditor.
- Person opening account or customer unable to correctly answer challenge questions.
- Mail sent to customer repeatedly returned as undeliverable despite continuing transactions on an active account.
- A financial institution or creditor notified that customer is not receiving paper account statements.
- A financial institution or creditor notified of unauthorized charges or transactions on customer's account.
- A financial institution or creditor notified that it has opened a fraudulent account for a person engaged in identity theft.
An intensive awareness effort is at the heart of our program. Each functional group within Security Credit Systems, Inc. has been trained to look for triggers ( where they might exist ) as part of their work process. As triggers are identified, an e-mail is sent within the organization to the redflag@ mailbox. The internal SCS id will be referenced in the e-mail as well as the trigger source and reason. Security Credit Systems, Inc. has appointed a “Red Flag Coordinator” who will review the trigger notifications and determine their validity within Security Credit Systems, Inc. Once approved, participating client(s) will be notified from the redflag@ mailbox of the trigger event and will be given a contact name within Security Credit Systems, Inc. to retrieve the details of the red flag notification. Any e-mails received by client contacts from redflag@securitycreditsystems.com are considered priority and confidential.

The Red Flag Rules have evolved out of the growing concern with identify theft in the United States and the rest of the world. We expect that this program will evolve as threats become more sophisticated and the current measures stymie the identity thieves. At Security Credit Systems, Inc. we will review our policies on an on-going basis and modify our program in a way that will enhance our effectiveness and provide our clients with a sense of security in knowing that we are vigilant.
